Permission to post in announcments!?

Normal users , mods etc. dont have permission to reply in the announcment boards, only admins.
I just wonder why? Cause it's going to go on too much leech posting there
that cant be asked about etc.

It already started.
Wont give any examples.
But the person/persons know who or whose I am pointing at.
So stop with that and give normal users & moderators acsess to the announecment board replying.
